Not necessarily. That figure will be based on its driving history. There's a good chance it's been caned either by a previous owner or the dealer. You should ask for a battery state of health report, preferably the full one not the quick one.

Give the retaining pin (which locks the cable in) mechanism a healthy douse with silicone-based spray lubricant.
