I see, so Speed Limiter, as opposed to ACC. Yes - this is available too, but also needs to be set and also 'controlled' by the '+' and '-' selections to suit the speed when in Speed Limiter mode.

Activate ACC (press 'RES' on the left-hand steering wheel control pad) and the car will usually run at 29mph in a 30 zone, 39mph in a 40 zone, etc - unless behind a vehicle. It accelerates to the new higher speed zone after leaving the lower speed zone and decelerates to an upcoming lower speed zone...

That may be a dealer fix. If the cylindrical pin spins when you push it into the car and it has an edge (or lip) on one third/quarter of the diameter of the cylinder, at the outer-most top of the cylinder, and the receptacle on the flap visually looks OK - then it could be the flap that has an align...
