Unfortunately there's no way of defaulting it to off, although there doesn't seem to be any specific legislation to force a default on state. Not 'legislation' per se, but Euro NCAP requires ELK (emergency lane-keeping) systems to default to "on" in order to qualify for NCAP points from 2...

2. Check your main fuse and the number of cables coming into and out of it. If it says 100A and you have one cable coming in and one coming out, you're mostly set. Anything else you need a sparky. I sincerely hope not :-( I'm test driving one on Wednesday and was expecting to be placing an order for a Tour shortly after that if it went well. 6+ months is something of a discouragement...

May I ask when your ID.3 was built? Looking at the previous pricelist in May it is stated on that one also. The 1.5.2021 pdf I have doesn't mention memory anything, but the 1.7.2021 pdf does. One of the few things giving me momentary pause on ordering an ID.3 is the lack of memory seats...and those...
