Is there a reason why you can't put a Cargo/Travel box on your tow hitch? The car itself says bike carriers only when you plug the bike rack on, but to me the rack and travel box is a similar set up to the bike rack.

I don't think there would be any issue. Looking at the the most popular makes of cargo box they appear top have max loads of around 45kgs so shouldn't over tax the bar. The boxes fit onto bake racks anyway so you are merely replacing the bike with a box, not towing anything.

I believe the ‘tow bar’ is called a ‘load carrier’ anyway - so sticking a box on it would be fine.
