Does anyone know if it's possible to have the WeConnect app on two phones? My wife often drives my ID.3, not always with me as passenger, so ideally should have the exact same controls/info as I do. I forget now but believe my garage originally set up my WeConnect. Can two identities claim 'ownership' of the same vehicle?

Not currently, you would need to log into both devices (phones) with the same details.

So if I installed WeConnect (using my email address, phone number, whatever) on my wife's phone that should work? Would that cause real unforeseen problems, confusion?

Not sure if this is any help but I have the We Connect app for my Tiguan on both my phone and my tablet. They are both logged into the same account.
So I cannot see why it should not work with the We Connect ID app.

Currently, you can only pair the car with a single VW account, so multiple instances of the We Connect ID. app must be logged in with the same VW account.

Yeah, we came to that surprising conclusion after a fashion
