I'm looking to purchase a used ID3 from a VW main dealer.
I asked them for the state of health by the battery and they sent the image attached.
I was expecting an exact number, not '>70%'.
Is this normal or is the garage not being entirely truthful with me?

This appears to have not been completed properly. How can they send you a form for a 2020 car suggesting it has never spent any time idle. Makes no sense.
If/when you get the car, you can get an impression of battery health yourself if you have a £30 OBD reader and the carscanner app by (1) looking at the battery energy content when you charge to 100% (which I think is around 55000 ish when new) and (2) checking the battery cell voltages to see if there are any that are always well below the rest (there shouldn't be).
Edit, also check it has had the 3.2 update and that it passed the battery check that goes with the update, with no recalls remaining.

The dealer can run 3 types of battery test using their diagnostic machine and guided fault finding process - as shown
